Sewer Bond Issue Not Contemplated Surtax Reserve To Build Lagoon The first of two open water lagoons, to comprise Farmville's sewage treatment svstom, will be constructed with existing funds. Town Manager L. Z John ton said today. The money will come from the reserve fund set up in September, 1954. to finance part of the cost of a jsewerage system for the mu nicipality. Establishing of the fund followed a public mass meeting when the step-by-step financing was agreed upon. Financial base for the plan was two-fold: Mi a 50 per cent sur tax on water bills to accumulatt funds for enlargement of the sew erage system, and <2> approval for a bond issue later to finance construction of a conventional treatment plan. From the reserve fund, the town has financed construction of trunk lines including the long Virginia street line and the line from South Main to Franklin street. Each year since the plan was publicly approved the municipal budget has included a $20,000 re serve for the sewerage system. The pay-as-you-go surtax reserve has financed present enlargements and will finance the first lagoon. What financing me-hod will be used for the completition of the lagoon system is yet to be deter mined by the town council. The new system, given approval by the Water Control Board this week, will reduce by at least half the cost of a conventional treatment plant.
