BUDGET CUTTING PROBLEMS The budget which President Truman submitted to Congress during the first week of this session is significant primarily because it indicates the seriousness of the task of getting the national budget back into balance. President Eisenhower will, of course, have his own budget, which his staff has been working on, for weeks. This budget will be the real basis for our appropriation and revenue actions. During the election campaign General Eisenhower indicated his belief that spending during the fiscal year starting next June could be paid to around $70 billion. After the Truman budget was presented Senator Taft again said he thought the $70 billion figure could be achieved. That would compare with a spending total of $78.6 billion proposed by President Truman. Last year President Truman started out by asking Congress to permit $85.4 billion to be spent this year but we rejtcted some of hb proposals for new spending and by economy cuts n other items we brought the figure down to approximately $74.6 billion of actual spend, >ng, according to the latest Budget Bureau estimates.
It would be much more difficult to cut $11 billion out of the new Truman burget, however, because the outgoing President did not include any allowances for the cost of proposed new legislation. All but about $10 billion of the Truman budget is for military services and related national security purposes or for such inflexible items as interest on the national debt and payments which we are obligated to make to veterans.
