Based on per capita income in Rappahannock of a 1960census, the county was included in the "hungry’* counties named by the U. S. Department of Agriculture. This made Rappahannock eligible to participate in a food stamp program or commodity distribution program, both of which were rejected by the Board of Supervisors here. It was not mandatory that the county participate, however, if we did not wish to do so, the alternative is that the Agriculture department will come to the county and set up a program. This the Dcpatment of Agriculture is doing and action began Monday with the arrival here of William Richards from the Atlanta U.S.D.A office; Forrest Fraley, the Washington office and Richard Hood of the Chicago office.
