Rappahannock County Board of Supervisors met Thursday for the final meeting of the year with Chairman Newbill Miller, Herbert Foster, L H Luttrell, Norman Wilbur and Mrs. Betty Coates present. Highway Resident Engineer James K Skeens, presented an operational and fiscal summary for 1970-71, which he stated exceeded the budget by about six thousand dollars. The budget of $116,000 was exceeded due to approaches to the new bridge on Route 620. However, the deficit will be absorbed by this year's budget.
Mr. Skeens said that with luck and a 2-cent additional gas tax the arterial highway system may be finished by 1982. Completion date had originally been 1975.
He also expounded on the necessity of strengthening the county sub-division ordinances and said he would be glad to meet with the county Planning Commission to study them. Using his experiences and those obvious in other counties, Mr. Skeens said the sections pertaining to streets should be strengthened. Many counties design their ordinances after state ones which are made to cover an entire state for minimum standards, and therefore do not cover explicit instances which re relative to individual sections.
More restricted ordinances may well control development where the Highway Department is able to keep up. Developments add traffic to existing roads and improvements are based on traffic volumes, so the roads with heavy traffic from a development would take precedence over an older
