At the present costs of First Class postage, mailing of replacement applications is quite ?xpensive. The Division is seeking to save the taxpayer the cost of a large replacement application program. The Division also seeks to avoid last minute delays which may inconvenience the vehicle owner in buying his 1972 license tars.
