SINCE the Army Corps of Engineers dropped the Salem Church Dam plans, state and federal agencies have been maneuvering to gain a “scenic river” designation for the Rappahannock River. The Federal Parks Service wants the Secretary of the Department of the Interior to designate the Rappahannock River a scenic river so that the Parks Service can monitor it, the scenic river specialist for the Virginia Commission of Outdoor Recreation told the Rappahannock-Rapidan Planning District Commission last Thursday. But Governor Mills Godwin is expected to decide soon, said Outdoor Recreation Specialist John Heerwald, which route should be taken to designate the Rappahannock River as a scenic river. The General Assembly could designate the river “scenic” sothattheOutdoor Recreation Commission would monitor it. Or, the Secretary of the Interior could designate the Rappahannock a scenic river and have the Parks Service monitor it. . _
Heerwald said the Outdoor Recreation Commission will meet early this week to make a recommendation to the Governor on which route should be taken.
CONSEQUENTLY, the District Planning Commissioners representing Fauquier, Rappahannock, Culpeper, Orange and Madison counties passed a resolution encouraging Governor Godwin to decide in favor of state control of the potential scenic river.
