It arrived too late, * however, to print in the Virginian; the letter is being printed here so that .Mr. Robinson will at least be given an opportunity to clarify the points mentioned, before election day.

While I thought that the article by Mark Helmke in the “Piedmont Virginian” of October 16, 1974 was substantially fair, I think I should clarify my position in three respects:
1. The article implied that I was against revenue-sharing. As a matter of fact, I was one of the early sponsors of the basic revenue-sharing legislation in 1971. My objection has been to funding of the revenue-sharing program over a span of years without annual review by the Appropriations Committee of Congress. As the sole Virginia member of the House Appropriations Committee, I feel an obligation to regard no appropriation as sacrosanct, and to have the federal budget dealt with on an annual basis. Additionally, I believe that the revenue-sharing program needs refinements to provide even greater discretion at state and local levels with respect to federal money rebated. 2.
