Every committee of the Congress is “chaired” by and under the control of the Democratic party and since all proposed legislation is assigned to a committee, the Democratic party is free to initiate, vote out of Committee and pass any legislation it desires. It is equally free to “bury” any legislation initiated by the Republicans and it often does.
