Heerwald even doubted that the state has the “expertise” to study the 60 miles Of the Rappahannock and the land use controls in the six counties which the river flows through. Heerwald called the study, designation, and monitoring of the Rappahannock River an “awesome undertaking.” NEVERTHELESS, The District Commissioners voted in support of state control for the Rappahannock but they made no decision on who should designate the other potential scenic rivers in the district. ; _ Heerwald told the District Commissioners that none of the 29 potential state rivers listed in the Virginia Scenic Rivers System, and the federal Wild and Scenic River System, have been designated. Four rivers have been studied, he explained, but public support was not sufficient for actual designation.
