Difficult decision
RAPPAHANNOCK OFFICIALS are currently agonizing over the sort of problem that makes strong politicians weep—a largely worthy zoning exception request which, nevertheless, could set a dangerous precedent. f That the request contains a measure of merit is what makes the decision so difficult. It isn’t difficult to turn aside blatantly bad requests. The hard part is weighing the borderline cases against the general welfare of the county as a whole.
Certainly no one envies the position of those who must make a decision which could be unpopular, no matter which way it goes. But here’s hoping that the decision is to not deviate from the county’s zoning controls, which were established after a great deal of work and study and after hearing from a great many Rappahannock County citizens.
It is impossible to devise public laws which take into account the special peculiarities of every individual case. The aim is to draw up a body of public regulation which is as fair and equitable for everyone as is humanly possible. It is when public officials start making exceptions that inequities develop. □
