Let me start with the issue of cost. The Final Environmental Impact Statements for commercial plants all claim that cost/benefit assumes that a reactor operates at its licensed capacity, i.e. 80%. The present record of the industry for 1973-1974 (weighted by MWE capacity) is only 54.6%. Fossil-fueled capacity 1964-1973 was 63.2% (just including those larger than 390 MWE.)
