He called for increased efforts to “broaden the tax base” of Piedmont Virginia counties by attracting industrial development. “Under-utilization” of farmland, through rich acres being held idle by speculators and “estate ownership,” was seen by Edwards as a threat to farming as a whole in the Piedmont, and he predicted that only through industrial development could this trend by counterbalanced.
In a question-and-answer period which followed, Irwin admitted his dismay about Edwards’s “taxbroadening” premise. He thought industrial development would hasten the destruction of agriculture in the area, rather than arrest the trend.
