Any such changes in the legislative session would require a constitutional amendment which must be passed by two sessions of the legislature before and after a legislative election and then approved by a vote of the people. In 1975, the Senate passed a proposed constitutional amendment which would have provided for a 90-day session every two years and would have eliminated the annual sessions. 1 supported this amendment but it was not passed by the House. Since any constitutional amendment passed in this session would have to be approved by the 1978 session, it would be appropriate to introduce it at the 1977 session and if passed at that time it can be voted on again in the 1978 session and voted on by the people in the 1978 general election.
