L.ee thought that development of tourism would be a better economic ploy, and Dilley questioned whether industry would really be all that beneficial to still largely rural, agricultural counties in the Northern Piedmont. Dilley also cited recent studies that have shown that in rural areas, industries often attract more commuter workers than they provide jobs for residents. Edwards thought this would be a dandy situation for counties with industry—reaping the “broader tax base” of the industry while avoiding the costs of residential citizens.
