More than anything else, however, said Congressman Robinson, Americans must rid themselves of the notion that “we have t a boundless supply of land—we have no land to waste. We need a greater land consciousness...”

Dr. Burkwood Farmer, chief economist for the Virginia Department of Agriculture and Commerce, spoke next, making a strong plea for enactment of enabling legislation to allow the creation of tax-sheltering agricultural districts in Virginia, a concept pioneered by the state of New York.

Farmer said he thinks the likelihood for passage of such legislation by the current session of the legislature is “good.”
