I do not think annual sessions are in the public interest as much as a 90-day regular session every other year because annual sessions tend to produce unnecessary legislation and almost invariably appropriate any surplus funds that may be on hand. By having a regular session every other year any surplus funds would accumulate and could be used for capital outlays which causes less of a demand on current tax revenues and keeps the state in a sounder financial condition.
