One argument for the annual session is that there always will be matters which should be dealt with by the legislature, but before annual sessions were required by the Constitution there was a special session almost every year to take care of legislation of pressing public concern. Special sessions can be called by the Governor or by petition of two-thirds of the members of each house of the legislature.
