“THEY ARE already on record at the last meeting,” said Baumgardner.
“Does his (Foreman’s) agency have the right of subsequent approval? If they turned it down, would that stop the whole matter?” asked Manwaring.
Baumgardner said that was correct.
“So it isn’t an unmitigated disaster if it isn’t approved; we could still look for another site,” concluded Manwaring.
Gardner said he thought “the state agency had indicated the site would be turned down.”
“I thought Foreman was a little more enthusiastic than that,” said Baumgardner. Gardner agreed that Foreman had said a landfill could be built “anywhere,” given enough money and equipment, and recalled that in Tidewater areas “mountains of trash” are sometimes constructed through landfill operations.
