A five per cent reduction for all state agencies, amounting to $64 million, has already been ordered by the Governor. On top of that he is now suggesting an additional 2 1/2 per cent cut, another $25 million, to come off the state agencies and institutions expenditures during the biennium. Another $13.4 million of the total deficit will be made up by additional cuts in state spending. Thus, the Governor’s proposal would mean the state “itself would absorb a total of $102.4 million of the revenue shortage.”
The localities’ share of the gap would be $102.2 million, including the $23.4 million lost expected as a result of the decreased sales tax revenue; a 30 per cent reduction, some $46.2 million, in the localities’ share of the state sales tax in fiscal year 1977-78; and a 7 1/2 per cent reduction, $36.2 million, in the state’s basic school aid fund during the same period.
