Commonwealth’s Attorney George Davis also informed the Supervisors that they had failed to draft a county ordinance prior to the public notices that were printed in the newspaper, and that they had also failed to hold a public hearing on the proposed ordinance, allowing “the citizens the right to come in to support or oppose it.’’
