Proposed
The Rappahannock* Rapidan Planning District Commission’s in-depth study of the area’s criminal justice system will apparently focus on Orange County and be conducted jointly with the Orange Commonwealth’s Attorney’s office. At last Thursday’s PD 9 meeting, Criminal Justice . * 'Planner John Jones reported that the District Criminal Justice Advisory Council had endorsed the concept of a comprehensive judicial system study. “We hope it would indicate where the bottlenecks are and if deficiencies exist,’’ he stud.
“Data gathering should include information on incidence of crime, arrests, bonding, incarceration, preliminary hearing, grand jury action, trial, disposition (jail, penitentiary, fine cost), probation, parole and release,” Jones recommended. His report to the Commissioners noted that “a major concern in all elements would be to determine the total cost of the local criminal justice system.’’
Joint Effort Proposed
Jones suggested that the project be undertaken in conjunction with the Orange County Commonwealth Attorney since that office had already won approval for a grant from the Division of Justice and Crime Prevention (DJCP) for a similar study. ^ “He’s (the Orange Commonwealth Attorney) quite willing to tie his program into ours and might possibly amend his 'grant to Include the Planning District Commission effort,” said Jones. He added that he had also talked to a juvenile judge who was willing to release limited date for use in PD 9*s study.
Jones commented that each representative on the Criminal Justice Advisory Council had volunteered his own county for the study and all agreed that a comprehensive study should be done in a different locality every year until all the Planning District jurisdictions were covered.
