Culpeper Commissioner Bob Miller said he thought the commission should take advantage of the money available to fund the ad* ditional position. "Litter control is the first step towards solid waste management. I think we can help with this grant.”
“I don’t see how it’s going to save one beer can from getting on the side of the road,” argued Anderson.
“I share your skepticism but I will support this proposal because it will bring more attention to the problem of litter control and solid waste,” Mcllvaine said.
With Anderson in opposition, the commissioners authorized the addition of a litter control specialist to the PD 9 staff.
Multitude From Chapter Ten
“Every month, someone is here from Chapter Ten—either Nutrition Services, Mental Health, or Aging,” said Chairman Luke in opening the discussion 6n the Rappahannock-Rapidan Community Services Board’s grant application for a comprehensive mental health program. “Where do all these pieces fit?” he asked.
“I think your point is well taken” answered Services Director Howard Lieberman. He maintained that the increase in grant applications was due to the expansion of Chapter Ten services—expansion that came “because the vehicle is working.”
“I don’t know where this fits,” Luke repeated, in reference to the grant before the commission for action as part of the A-95 Review process. “I would vote no from the information I have here.”
“The grant, if approved, will double the size of existing mental health facilities,’’ explained Lieberman.
“The funds will be used basically to supplement the staff in existing clinics “so that we can do the kinds of things that should be done,” he said. Lieberman added that fhe, grant wUJ pcpyide the “intent of a .mental health center” with minicenters located in each of the District’s five counties.
