School Board members and administrators have repeatedly maintained that Rappahannock’s lack of black professionals in the county school system is directly attributable to the lack of black applicants. They have ascribed the situation in part to the scarcity of adequate housing—for blacks and whites alike—in the county.
If it is determined after the August 9 meeting that HEW guidelines on minority hiring practices aren’t being met, White said his group will request school administrators in the non-complying counties to take voluntary action to correct the situation in a specified number of days. “We’re not out here to be disruptive. We’re'not grandstanding. We’re not doing this to see our names in the paper...We want to work within the system to change the system,’’ said White.
“The Black Caucus plans to provide volunteer help to those counties, like Rappahannock, that have a problem in recruiting black professionals,” White continued. He stressed that the Caucus was concerned in filling only existing vacancies and with only fully qualified personnel.
