Rules Change
Food Stamps will soon be free to eligible persons due to Congressional action, but until such time. United States Department of Agriculture regulations mandate that some persons who receive increases in Railroad Retirement, Social Security or Supplemental Security Income benefits will have to pay more for their Food Stamps.
Beginning August 1, many Social Security and Supplemental Security Income recipients will experience the higher Food Stamp costs. Railroad Retirement recipients, however, will not have to pay more until the month following the receipt of the increased Railroad Retirement checks.
Eligibility for the Food Stamp Program is determined on the basis of resources and total income available to the household. Railroad Retirement, Social Security and Supplemental Security Income benefits are all considered income.
As a result, increases in these monthly benefits could result in an increase in the amount some people pay for their food stamps or total ineligibility.
For example, a person living alone who has been getting a Social Security check in the amount of $125 has been paying $24 for $52 worth of Food Stamps. Beginning August 1, with his income increased to $135, that person must pay $27 for $52 in coupons.
In June, 1977, 227,931 persons participated in Virginia’s Food Stamp Program. Of these, 99,865 were public assistance recipients while the remaining 128,066 were nonpublic assistance, low income persons.
