The Rappahannock School Board approved Sept. 13 tuition payments of approximately $500 apiece for two learning disabled children who will attend Culpeper County schools.
"It’s important for the community at large to understand (tuition payments) because of the requirements put on localities to educate children" who are either physically or mentally handicapped, said Board Chairman Beverly Massie.
State law requires that all handicapped children be provided an “adequate" education.
Rappahannock’s administrators and School Board members have repeatedly expressed concern over the financial impact that this mandate could have on the county’s system since the state has not set limits or defined the term “adequate.”
