He maintained that the Culpeper County school system was refusing to hire blacks in proportion to white teachers hired. “I know you don’t have power over the school system but would you use your influence (to change ailedged discriminatory hiring practices)?” he asked.
Beard answered that the quota system for colleges and School Board hiring practices were two different things.
Noting that he had served on the Culpepeir Board, Beard said he didn’t “recall a single instance where a white was hired instead of a black.”
He added that the School board had worked hard to find qualified blacks for teaching positions.
“I know what you’re trying to say,” he continued. “You want to push a little harder.” Beard said he thought attrition through retirement of older teachers would help, that the Board would make extra effort to fill the vacancies with blacks.
“The School Board is trying to do what you said the best way they know how,” he concluded.
