Freis asked Beard where he would draw the line on attracting industry in order to preserve the environment—to keep air and water clean and protect the community from over development.

Beard maintained that industry comes into an area only if it has an available labor market with the people already there and provisions for adequate school expansion. Besides, he added, Culpeper is now looking for “technical type industry, not growth type.”
Beard explained that he would not propose forcing industrial development on an area.
