Localities may still have to swallow mandated programs from the General Assembly, he continued, but as evidence of improvement in this area, he cited a bill introduced by Delegate French Slaughter that requires proposals for programs costing over $1000 to be forwarded to local Boards of Supervisors in December.
The local Boards then determine ability to fund the new programs and send recommendations back to the General Assembly prior to action by the Delegates in January.
As a member of the Industrial Committee for 20 years and the Biracial Committee for 18 months, Beard said the First question asked by companies interested in moving to Culpeper was whether there were any race problems in the town.
“I’ve told them no. Not in Culpeper.” This situation, he maintained, has influenced businesses to locate there.
