He noted that farmers in parts of the Valley are getting money from drought relief while in the Culpeper area, the/re being turned down.

He added that no blacks were employed by the Steer House either. He reported that the manager of that business said there were a couple of black employees but they worked ‘‘in the back.”
Beard responded that he didn’t know what he could do about this situation as a Delegate and suggested that the Biracial Committee be reformed to deal with the problem at a local level.
“I think it’s important to stress affirmative action in situations like that,” said Davies.
The political process can correct discriminatory hiring practices, he maintained, through using Board of Supervisors and town council elections as instruments for change. He added that he, personally, had no hesitation about speaking out and asking why there was discrimination in hiring by local government and businesses.
