“No law is completely clear, especially one as innovative as this one,” commented Jacks. He described the Agricultural and Forestal Districts Act as “definitely one of the better written laws” despite its ambiguities.
In the coming session of the General Assembly, Jacks said the means by which roll back taxes are imposed under the Ag District law may be changed. Legislators are considering applying the roll back provision as soon as land is rezoned instead of waiting until the use actually changes, according to Jacks.
