ENERGY
To assure that all users of electricity in our area get it at the lowest possible cost, I shall propose to the General Assembly that a permanent, legislative committee or subcommittee be established to continually study, review and recommend legislation and other means to see that the State Corporation Commission does the most efficient job possible in regulating utilities so as to provide the public with the lowest possible electrical costs. Members of the State Corporation Commission should be elected in fact by all members of the Legislature—Democrats, Republicans and Independents—and not just elected by the Democratic caucus. Quality and not political party affiliation or quantity is important. I am doubtful about suggestions to increase the number of State Corporation Commissioners. It is estimated that adding two members to the State Corporation Commission will cost over a million dollars a year. Because the operations of the State Corporation Commission are financed by assessments upon the utilities, this million dollars each year would be passed on to the consumers. Increased administrative costs can be justified only by proving a clear case of causing lowering of electric bills.
