The letter, which was sent by the Division of Legislative Services at the request of Sen. Elliot S. Schewel (DLynchburg), the subcommittee chairman, listed four allegations.
It said in part: "(1) Two personnel systems (in the Highway Department) seem to exist, one for engineers and one for other employees; (2) reprisal actions or threats against employees by immediate supervisors when employees attempt to use the grievance procedures are commonplace; (3) favoritism appears widespread; and (4) legislators have been barred by supervisors when they have attempted to assist their constituent employees in resolving problems within the office.”
“Serious Charges”
Calling the charges “serious,” the subcommittee called on Harwood to investigate the allegations and report his findings together with the remedial action taken.
