It was originally addressed to Secretary of Transportation Wayne A. Whitham, Harwood’s nominal boss. Later, however, it was rewritten and sent directly to Harwood with an information copy going to Whitham.
Asked why the change was made, a subcommittee spokesman said the panel felt that Harwood “runs a sort of independent operation”, and that it would be better to deal with him directly.
What he was really saying was that the powerful highway department has never quite accepted its subordinate role in the transportation secretariat, and the subcommittee was concerned, with considerable justification, that its request might get lost in the fuzzy lines of authority between the two agencies. (A fuzziness, incidentally, which Gov.-elect Dalton says he will eliminate.)
Harwood responded that he did not condone the conditions described in the subcommittee’s letter. He said the charges would be investigated and the requested report submitted.
