Before the Supervisors voted on the motion to deny the District applications, Colvin asked to hear their reasons.
“The naked truth is the people in these districts are looking for a tax break at the expense of their neighbors,” Waugh responded. He maintained that approval would result in a “scattering of dukedoms throughout the county.”
