(Continued trom rage u a memorandum to the Planners that described the ski area’s rezoning in 1973 from conservation to commercial as inadvertent and accomplished “without full knowledge and specific consideration” of the Supervisors.

In the memorandum, the BZA members maintained that commercial development of the property wasn’t feasible due to topography and lack of essential services and facilities. Further, they held the commercial zoning incompatible with the overall conservation district zoning of the area and inconsistent with the zoning ordinance’s purpose and intent. They also noted that taxes at the commercial rate have been levied on only 20 acres of the property although it contains more than 300 acres and concluded “a tremendous potential impact on Rappahannock County is inherent in the present commercial zoning.”

In conclusion, the BZA members recommended that the commercial zoning be reevaluated by first the Planners and then the Board of Supervisors, apparently with downzoning in mind.
