SENATE STARTS PARIMUTUELS WORK
A subcommittee of the Senate General Laws Committee started work late last week on the parimutuel betting bill that was recently approved by the House of Delegates.
The subcommittee is considering several amendments to the bill which will strengthen safeguards for clean betting in Virginia. The subcommittee chairman, Sen. James Edmunds (DLunenburg), suggested that the bill be toughened to prevent members of the General Assembly as well as their families from investing in proposed race tracks or from serving on the Racing Commission.
Edmunds also suggested that no lawyer-members of the General Assembly nor their law partners could serve as counsel to the commission.
State Sen. Charles L. Waddell (DLoudoun-Fairfax) has proposed amendments that would require voter approval of race tracks in counties and cities adjacent to a jurisdiction seeking a track. Waddell said that if a track is proposed for Prince William County, voters in Loudoun should be able to vote on it.
His amendments also require that all jurisdictions adjacent to a track location would have to give approval to the track before it could be built. If the referendum failed in one jurisdiction, Waddell explained, it would kill the chances of a track being built. The subcommittee is expected to make its recommendations to the full committee this week.
BUDGET SAILS ALONG The 1978-80 state budget sailed easily through the House of Delegates last rhursday. The budget, which totals about S9.2 billion, received a vote of % to 1 when it was introduced on the floor of the House.
