The SCC also approved fuel adjustment clause revisions last month that will allow Potomac Edison to pass on to customers the increased costs the company has incurred in buying non-coal power from other companies. Poffenberger reported that this will mean a surcharge of .0044 cents per kilowatt hour, effective February 10.
To enforce the JO per cent mandatory power reductions that begin March 2, Poffenberger said that Potomac Edison will rely primarily on the honor system. He noted that large flagrant violations will be highly visible and would probably be reported to the company by citizens. Examination of records after the fact will also show if the conservation requirements have been ignored.
