The House Finance Committee killed the Senate measure last week in a 10-10 vote. Tie votes mean defeat oi any motion.
The full House has already considered and rejected a similar proposal by one of its own members.
The Senate bill, introduced by Sen. Ellito Schewel (DLynchburg), ran into trouble during a lengthy finance committee hearing when members of the panel suggested the proposal would be useless without a similar cap on spending by local governments.
The Schewel bill would have tied state spending to growth ip gross personal income in Virginia.
