While fidgety senators may stroll to the chamber's windows for a thoughtful looking gaze at the Capitol grounds, members of the House cluster easily at one another’s desks to chat, pass around peanuts or trade jokes with equally bored reporters.
This is not to say that senators don’t eat peanuts or that delegates don't take their work seriously. The House simply operates in a more relaxed atmosphere.
Given the larger membership of the House, there is greater variety and more opportunity to do one’s own thing without being conspicuous.
