original proposal for the high school expansion. (The proposal submitted to the supervisors in April, 1978, called for a $686,647 capital outlay project for 15.950 square feet of new space at RCHS, including a green house and horticulture classroom, expanded kitchen, cafeteria, library, bathroom, office and storage facilities and nine additional classrooms. At that time, the school board failed to endorse the high school expansion plans, voting instead to list the high school only as* its number one priority in a building program followed by the elementary school, bus garage and new central office.
The supervisors returned the package to the school board, asking for alternatives and time frame for construction.
In response, the school board members eliminated the green house and horticulture classroom from high school expansion plans and endorsed four new classrooms with expanded storage, restroom and library facilities as an alternative. They requested that the supervisors authorize the RCHS building program to begin immediately with completion by the second semester of 1980-81, if possible. Target date for starting expansion at the elementary school was set for 1981 or 1982. No time frame was given for construction of the bus shop or central office.
After receiving the amended proposals from the school board, the supervisors sent the building plans back a second time, asking for a detailed cost analysis and suggesting that Baumgardner be retained to work on the project with a joint supervisor-school board committee.
The committee has since met on several occasions, once with architect Avery Faulkner, but no steps have been taken to formally hire anyone to complete the cost anaylsis requested by the supervisors.)
