Hertz’s competition for the juvenile and domestic relations court judgeship is Leesburg attorney Kenneth Rollins. A former county court judge in Loudoun. Rollins is currently mayor of Leesburg and vice-chairman of the State Water Control Board. Rollins, a Republican, served previously as member of the Virginia Ha^ise of Delegates and ran unsuccessfully for a delegate's seat in the November 1979 elections.
Rollins has been endorsed by both the Loudoun and ^Fauquier Bar Associations.

In supporting Hertz for the judgeship vacated by Moffett, the Rappahannock Bar stressed the importance of having one judge in the three-county circuit from Rappahannock.
Of the five judges sitting in the 20th Judicial Circuit, two are residents of Loudoun County and two in all likelihood will be from Fauquier.
The retirement of circuit cdurt judge Rayner V. Snead, a Rappahannock resident, will leave Carlton Pefin of Loudoun as senior circuit judge. Bar associations from the three counties have endorsed Warrenton attorney —
