Delegate Beard favors repeal of a parole order that lets state prisoners out of jail six months ahead of time to ease overcrowding. He also supports changing the building code to remove the need for a building permit for minor alterations of $1,000 or less.
In addition, Delegate Beard said he has “a lot of correspondence urging that Dr. R. S. LeGarde, age 70, be kept on as Health Department Director for Rappahannock, Culpeper, Orange, Madison and Fauquier counties for another year.” Extending Dr. LeGarde’s position past his retirement age, said Delegate Beard, will require an executive order from Gov. John N. Dalton.
In a General Assembly session to be dominated by shaping the state’s two-year budget for 1980-82 and by the governor’s reluctant talk of a hike in state gasoline taxes. Delegate Beard and Senator Miller said their constituents seem preoccupied with state money matters also. They believe that rural Virginians are worried about adequate highway funds to maintain secondary roads, let alone build new roadways already planned.
