“We always have too many. They’re still piling up down by the river,” Bruce replied, apparently referring to the county’s current method for disposal of bodies of destroyed dogs.
He noted that he'd built a 12 by 16 foot structure at his own expense for holding animals for the required five day impoundment. “You keep talking and talking about what you’re going to do...It's a problem and it’s getting worse,” he told the supervisors.
