for this 30-day “short” session, originally conceived to handle supplementary appropriations, carryover legislation and emergency needs only. Until 1971, the General Assembly met on even numbered years only, but the revised state constitution adopted that year called for 60-day “long” sessions in even numbered years and 30day sessions on other years. Either session may be extended by up to 30 days, and this year senate and house leaders are planning on a session of at least 38 days to finish the legislatives work.

“I’m doing everything I can to keep legislation at a minimum," said Del. Alson Hv Smith Jr., D-17th (Winchester). Many representatives are bringing only a few bills to Richmond.
