Estabrook pointed out, the legislature stuck several categories previously funded separately—superintendent’s salary, textbook payments, drivers education—into basic aid this year, making the increase smaller than it appears on paper in terms of uncommitted dollars. “I’m not trying to say that the General Assembly lied to us or that they don’t want to help the teachers...but you have to realize that other categories have been plowed in (and now must be funded from basic aid),” he stated.
