To the editor: Two recent editions of the Rappahannock News have contained some pros and cons on the application of the Virginia^- Freedom - *o{InformaMen kd <W» conduct of public business by the School Board.
In terms of the Act itself, it seems abundantly clear that the meeting of three or more members of the Board, however informal, wherever held, and regardless of whether minutes are taken or votes cast (Code of Va. S 2.1341 (a), is required to. be public (Id. S 21.-343) unless it falls within one of the nine exceptions permitting executive or closed meetings (Id. S 2.1-344). Formal or informal discussion of the School Budget is not within any of these exceptions. The Act applies with equal force to all Boards and Commissions within the County, or other organizations supported wholly or principally by public funds (Id. S 2.1-341 (a).
The purpose of the Act is to gise people "ready access” to public records and “free entry to meetings of public bi>dies wherein the business of the people is being conducted." To realize this purpose, the Act states that it shall be "liberally construed to promote an increased awareness by all persons of governmental activities and afford every opportunity to citizens to witness the operations of government.”
