(Id. S 2.1-340.1). To further this purpose the Act specifies a procedure for the public body in question to follow even when a

the public body must, in open meeting, affirmatively vote to go into an executive or closed meeting; second, the purpose or purposes which are to be the subject of such meeting must be specified; and third, there must be specific reference to which of the nine exceptions may be applicable to the proposed executive meeting.
The public body while in executive session is also required to limit its consideration to matters specifically exempted from the Act (Id. S 2.1-344 (b). No action taken in executive meeting can become effective until the public body, following such meeeting, reconvenes in open meeting and takes a vote of its membership thereon (Id. S 2.1-344 (c).
Many members of public bodies undoubtedly share the feelings expressed by the School Board member who wanted privacy while he and his colleagues considered budget alternatives or acquired background information relating to the school system.
It is undoubtedly less threatening to arrive at complex decisions in public matters if the public is excluded. Admitting the public
