To make All-Risk insurance as affordable as possible Clements points out that the Federal Government pays up to 30 percent of the premium. The balance, which is paid by the farmer, is a tax-deductible business expense. In addition, discounts—ranging from 5 percent of the premium after one year, to as high as 50 percent of the premium are given to policyholders with few or no insured losses.
