Rappahannock's Board of Zoning Appeals blew the whistle last week on the county’s private landfill which has apparently been operating without necessary permits since August 1979.
By a vote of 3-1 with James Swindler opposed, the BZA agreed to hold a public hearing on redetermination of the landfill's special use permit on November 5. “It's the Board of Supervisors' problem," insisted Swindler, explaining his opposition.
