The Washington Town Council passed Washington's first leash law Sept. 8 with no town residents appearing to speak against the ordinance. The council had met for its regular monthly meeting and for a public hearing on the dog ordinance advertised for comment from town residents.
Mayor Newbill Miller told the council that he had discussed the ordinance with the Commonwealth Attorney and both men agreed that there would be problems with enforcement. ‘‘I know I mentioned last time that I would enforce the ordinance." the mayor said. “But 1 just can’t be a dog warden. We need to work this out - hire a dog warden and work out a fee schedule."
Dorothy Hawkins asked, "Why do we really need a warden? Can't we just warn people? I’m sure that it will work."
Miller replied. “No. this approach doesn't work. It hasn’t in the past.We need to use the courts."
Hawkins asked why the county warden couldn’t be used for the town dog warden. “We're separate jurisdictions here." Miller said. “They don't have the same law. He could enforce the county ordinance here, but there’s no reason why he should have to enforce our ordinance.”
